Board Meeting Highlights - January 8, 2020

At its January 8th meeting, The FUSD Board of Education:
- Held a Public Hearing to present Sunshine Proposal from Fremont Unified School District (FUSD) on Article 24: Salaries - Fremont Unified School District and Fremont Unified District Teachers Association agreed to negotiate Article 24, in the Collective Bargaining Agreement (CBA), during the 2019-2020 school year. Upon reaching agreement, the article will be voted and ratified by the Fremont Unified District Teachers Association and approved by the Board of Education.
- Authorized Staff to Enter Into Agreements with Non-Public Agencies and Non-Public Schools for 2019-2020 - Fremont Unified School District currently has students whose least restrictive environment per IDEA was determined to be placement in a Non-Public School (NPS) setting due to a significant disability, or behavioral or programmatic needs that have impacted their current ability to be successful within the general education setting. In addition, FUSD currently needs to contract out for additional services through Non-Public Agencies, despite efforts to employ district staff, including, but not limited to: Augmentative and Alternative Communication, Assistive Technology, Speech/Language, 1:1 Nursing, and Physical Therapy services. Staff requests authorization to enter into agreements with the NPS's and NPA's.
- Approved adoption of the U.S. History Textbook, California United States History - The Twentieth Century - U.S. History is a full-year course required for high school graduation. It is offered at all five of FUSD’s comprehensive high schools, Robertson, COIL and Vista Alternative School. The U.S. History Adoption Committee, comprised of seven pilot U.S. History teachers, representing all comprehensive high school, Robertson, COIL, 1 Instructional Coach, the ELA (English Language Arts) and HSS (History-Social Science) Program Manager, the Director of Secondary Education, and the Director of Curriculum & Instruction met in April to develop and calibrate the evaluation rubric. The rubric was developed using the History-Social Science Framework, California History-Social Science Content Standards, the FAIR Education Act, and the Standards for Evaluating Instructional Materials for Social Content. Based on the results of the review, the adoption committee selected two textbooks to pilot. On December 11, 2019, the adoption committee reconvened to evaluate each of the two pilot textbooks using the evaluation rubric. After a thorough review, the committee is unanimously recommending California United States History - The Twentieth Century, Pearson Education, Inc., Published in 2019.
- Authorized Staff to Enter Into an Agreement with Davis Demographics for Demographic Services - The District requested proposals from qualified firms to provide demographic services. On November 8, 2019, the Request for Proposals (RFP) was publicly announced. The RFP documents can be accessed by clicking here. Two sealed proposals were submitted to the District. Upon evaluation of the proposals, reference checks, and further due diligence, staff recommends entering into an agreement with Davis Demographics for up to five years to provide demographic services to the District. The agreement will include a termination for convenience clause.
- Approved Second Reading of Revised Board Policy 5114.2, Student Discipline - Detention, and Review Administrative Regulation - On October 30, 2019, the Board of Education approved the First Reading of revised Board Policy 5114.2, Student Discipline - Detention, and reviewed Administrative Regulation. Revisions to the Board Policy and Administrative Regulation have been made in accordance with Board recommendations. The Board of Trustees requested staff to gather input from the District Equity Team and the Discipline Committee. The District Equity Team reviewed, discussed and provided feedback at their regular scheduled meeting on November 18, 2019. They would like to keep "recess restriction" in the policy with some minor changes. The District Discipline Committee reviewed, discussed and provided feedback at their regular scheduled meeting on December 2, 2019. They would like to keep "recess restriction" in the policy with some minor changes.
- Approved Second Reading of Revised Board Policy 5113, Student Attendance and Excused Absences, and Review Administrative Regulation - On October 30, 2019, the Board of Education approved the First Reading of revised Board Policy 5113, Student Attendance and Excused Absences, and reviewed the Administrative Regulation. Revisions to the Board Policy and Administrative Regulation have been made in accordance with Board recommendations. Board Trustees also requested staff to gather input from the District Equity Team and the Discipline Committee. The District Equity Team reviewed, discussed and gave feedback at their regular scheduled meeting on November 18, 2019. The Equity Team stated that they want the tardy policy to be removed as written. The Discipline Committee reviewed, discussed and gave feedback at their regular scheduled meeting on December 2, 2019. The Discipline Committee would like the tardy language to be removed.
- Approved First Reading of New Board Policy 3514, Environmental Safety, and Review Administrative Regulation - The air quality in California has been a serious concern over the last several years. Fremont Unified School District (FUSD) follows the US Environmental Protection Agency's (EPA) colored flag program for determining how to categorize and respond to air quality issues in our area. To determine local air quality, district staff monitors several websites, including Air Now and Bay Area Air Quality Management, maintains our website with accurate Air Quality Alerts, coordinates with other districts in Alameda County, and communicates the air quality index and information to all district school sites. The Board is asked to approve new Board Policy 3514, Environmental Safety and review Administrative Regulation. This Board Policy and the Administrative Regulation comes directly from CSBA.
