At the November 8th joint special meeting, the FUSD Board of Education and Measure E Citizens' Bond Oversight Committee:


4.1 Heard a Presentation on Measure E Construction Program Review

Dr. Joseph Pandolfo, Executive Vice President of Total School Solutions (TSS) presented a review of the Measure E program for fiscal years 2017-18 and 2018-19. 

In 2014 voters passed Measure E to modernize neighborhood schools, authorizing the District to issue $650 million in general obligation bonds under Proposition 39. 

In January 2021, the District entered into a contract with TSS to evaluate the overall effectiveness and compliance of the Measure E construction program for the period of July 1, 2017, through June 30, 2019, and to identify areas requiring improvement and recommendations for such improvements. This report is not required by Proposition 39.

TSS prepared the Measure E Construction Program Review Report, which contains TSS’ opinions on weaknesses found in any of the areas of construction program implementation and recommendations for addressing the same.

No action items were considered at this meeting.
