At its September 22nd meeting, the FUSD Board of Education:

Held a Public Hearing on Sufficiency of Instructional Materials and Adopted Resolution 010-2122 

Resolution No. 010-2122 resolves that for the 2021-2022 school year, the Fremont Unified School District has provided each pupil with sufficient textbooks and/or instructional materials in the areas of Math, Science, History/Social Science, Reading/Language Arts, Foreign Language and Health that are consistent with the content and cycles of the curriculum frameworks adopted by the State Board and in the area of Science laboratory equipment for grades 9-12 as appropriate. This action is required by California Education Code 60119.


Received an Expanded Learning Opportunity Grant (ELOG) Update 

Staff shared implementation progress of FUSD’s Expanded Learning Opportunities (ELO) Grant Plan with Trustees. Our next update will be presented at the December Board of Education meeting. 

At the May 26, 2021 Board meeting, Trustees approved the ELO Grant Plan that must be completed by LEAs as a condition for receiving an ELO Grant to address accelerating progress to close learning gaps, integrated pupil supports; community learning hubs, supports for credit deficient pupils, additional academic services, and training for school staff. This is consistent with AB 86, which amongst other provisions, provides funding to eligible local educational agencies (LEAs) to implement learning recovery programs.


Received Information from Summer 2021 Programs 

Staff presented information related to summer 2021 programs. FUSD offered the summer programs for some students at the elementary and middle/junior high school level targeted toward improving performance in the area of math, recouping units at the high school level, and Extended School Year for students receiving Special Education services. 

Staff thanked the following summer administrators for their work:

  • Kristin Dil and Sherea Westra: Principals, Elementary Summer Math Academy

  • Beth Perez: Principal, Junior High/Middle School Summer Math Academy

  • Glynis Mason, Jeff Downing and John Honerkamp: Principals, Extended School Year

  • Sarah Gialdini: Principal, High School Credit Recovery 


Received the California Assessment of Student Performance and Progress (CAASPP) Results

Staff presented the California Assessment of Student Performance and Progress (CAASPP) results and i-Ready assessment results for Fremont Unified School District from Spring 2021.

The CAASPP system includes the Smarter Balanced Assessment Consortium (SBAC) Summative Assessments and the California Alternate Assessments (CAAs) which are administered to FUSD students in grades 3-8 and 11. In addition, CAASPP includes the California Science Test (CAST) for students in grades 5, 8, and one administration in high school. All CAASPP assessments are typically administered during the spring of each school year. The tests are comprehensive end of the year assessments of grade-level learning that measure progress toward college and career readiness. 

Due to the COVID-19 pandemic, the U.S. Department of Education notified California that the state’s request for relief from certain federal testing, accountability, and reporting requirements was granted. In practice, this meant that school districts were required to administer assessments, but they could use either in-person or remote administration of the SBAC, or use an alternative to the SBAC if that was deemed the most viable option for each district. 

In order to meet these requirements, FUSD utilized i-Ready diagnostic assessments in reading and mathematics for grades 1-8. The i-Ready diagnostic assessments are adaptive assessments designed to measure student performance levels on content standards according to the student’s grade level. Grade 11 students were given the SBAC assessments for English language arts and mathematics via remote administration. Additionally, because an alternative science assessment was not available, FUSD students in grades 5, 8, and 11/12 took the CAST via remote administration. The CAAs were not administered in FUSD in 2020-21 because a remote administration was not available. 


Reviewed and Defined FUSD Committee, Received an Update on State Requirements for Virtual Committee Meetings, and Appointed Board Member to the LCAAC Committee

FUSD offers committees in which parents, staff, students, and community members can participate. Those interested in joining committees must complete an application, and follow the process established by that Committee's bylaws. Should the Committee be a Board approved committee, the applications are then reviewed and decided upon (approved or denied) by the FUSD Board of Education Trustees. 

There have been requests by Committee's legislative bodies to continue with meeting virtually as they have found these to gain better attendance by participating members as well as the public. Staff provided an update on the State's requirements for virtual committee meetings.

The Board reviewed a list of current FUSD committees to define the need for such committees and determine if a committee is subject to the Brown Act or serves on an advisory level.

The Board appointed Trustee Vivek Prasad to serve on the Local Control & Accountability Advisory Committee (LCAAC) for a two-year term for school years 2021-23.


Appointed Alternate Members as Members of Citizens Bond Oversight Committee and Solicited New Alternate Members

On June 3, 2014, the voters of the District approved Measure E to authorize the sale of up to $650,000,000 of general obligation bonds of the District. As required by Education Code Section 15278, the Board of Education established an independent Citizens Bond Oversight Committee, approved Bylaws relating thereto and appointed the initial members and alternate members to such Committee. 

The Committee recommended that the three eligible Alternate Members currently serving on the Committee be appointed by the Board to fill vacancies, and for each appointee to serve a three-year term on the Committee. Bond Counsel has advised that such appointment would be permitted by the Bylaws. 

The Board voted 4 to 1 (Trustee Dianne Jones dissenting) to appoint the recommended members of the independent Citizens Bond Oversight Committee for Measure E. 


Appointed Members to Serve on the Curriculum & Instruction Advisory Committee 

The Governing Board appoints the parents to serve on the Curriculum & Instruction (C&I) Advisory Committee. The C&I Advisory Committee's responsibility is to advise and give input into decisions regarding curriculum and instruction. 

The C&I Advisory Committee shall be comprised of:

  • 7 Parent Members

  • 5 FUDTA Members

  • 2 High School Student Members

  • 2 Board Members

  • 2 Instructional Services Program Managers

  • 2 Principals

  • 1 Director of Curriculum & Instruction


The terms for four parent members ended in June, 2021 leaving four two-year positions open. 

The Board of Trustees appointed four Parent Members and two alternates to fill vacated positions on the Curriculum & Instruction Advisory Committee:

  • Lisa Cazzali Torres

  • Debbie Hsu 

  • Saji Kumar (alternate)

  • Michele Berke (alternate)


Approved on Second Reading Board Policy 6162.51, State Academic Achievement Tests, Reviewed Administrative Regulation 6162.51, and Retired Board Policy 6146.6, Standardized Testing

Board Policy 6146.6, Standardized Testing was last revised in March 1989 and the Administrative Regulation was last revised in May 2001. Standardized testing in California has changed significantly since this Board Policy was last revised. The adoption of 6162.51, State Academic Achievement Tests, will make FUSD Board Policies reflect current testing laws and regulations. 

The Board approved the second reading of Board Policy 6162.51, State Academic Achievement Tests, reviewed Administrative Regulation 6162.51, and retired Board Policy 6146.6


Approved with Revision the Second Reading of Revised Board Policy 5126, Awards For Achievement and Reviewed Administrative Regulation 

Board Policy 5126, Awards For Achievement, was last revised in March 1989. This second reading is updated to reflect current laws, district practices, and California School Board Association (CSBA) recommendations. At the September 8, 2021 Board Meeting, Trustees approved the first reading of BP 5126. 

The Board approved Board Policy 5126, Awards For Achievement with revised language that stated that the criteria for student award recipients shall be developed per school site/program, and reviewed the Administrative Regulation.


Heard Second Reading of Board Policy 5121, Grades/Evaluation Of Student Achievement, Reviewed Administrative Regulation 5121, and Considered Retirement of Board Policy 5124, Reporting to Parents

Board Policy 5124, Reporting to Parents, was last revised in August 1985. In order to update this Board Policy, California School Board Association (CSBA) recommends adoption of BP 5121, Grades/Evaluation of Student Achievement. 

The updates proposed in this item will bring FUSD up-to-date with Education Code. The proposed Administrative Regulation (AR) reflects updates to the FUSD elementary report card grades that began use in the 2019-20 school year. Additionally, updates to AR 5121 found in the secondary section reflect current practices. 

Recommendations from Trustees and the Student Board Member will be considered for a future reading to be included on a future Board agenda.  


Approved the First Reading of Revised Board Policy 6142.4, Service Learning, Reviewed Administrative Regulations 

BP/AR 6142.4, Service Learning, was originally established on May 26, 2010, and last updated on January 27, 2016. The Activity Directors from the 6 high schools met to review processes and policies related to Service Learning, BP 6142.4 and AR 6142.4. High school principals reviewed suggested changes along with Secondary Education. The reflected changes and updates ensure our students have opportunities to safely and responsibly volunteer in the community as they satisfy this graduation requirement. 

Recommendations from Trustees and the Student Board Member will be considered for the second reading to be included on a future Board agenda.  


Adopted Resolution 014-2122 for the Conveyance of Easements to the Alameda County Water District (ACWD) 

The District is the owner of the real property located at 600 Driscoll Rd. in Fremont, currently developed with the Hopkins Junior High School. In furtherance of the ongoing middle school conversion project at Hopkins, Alameda County Water District (ACWD) has requested that the District grant easements, at three locations approximately 10-feet wide, for installation and connection of new fire and irrigation services. 

Pursuant to Education Code section 17556, et seq., a school district, by two-thirds vote of its Governing Board, may convey land for a public right-of-way and/or to dedicate an easement to a public corporation, or private corporation engaged in the public utility business, to lay, construct, reconstruct, maintain, and operate electric lines and access roads used in connection therewith, either with or without consideration and without a vote of the electors of the District first being taken, by engaging in a multi-step statutory process. 

In accordance with this process, the District's Board adopted Resolution No. 014-2022, authorizing the conveyance of the easements to ACWD. 


Approved Allocation for an Assistant Principal for Elementary Education 

Per SB 130 Fremont Unified School District established an online elementary academy for the 2021-2022 school year to meet the needs of our students and community. The elementary virtual academy is currently "housed" at both Weibel Elementary and Warm Springs Elementary. The two elementary schools now serve 1,250 students. 

The one-year position will assist the elementary virtual academy and school district to ensure we are responsive to staff, student and family administrative needs.
