At its June 2nd meeting, The FUSD Board of Education:


Approved Administrative Appointments - The Board unanimously approved four Administrative Appointments for the 2021-22 school year:

  • Walters Middle School Principal – Dana Graham
  • American High School Assistant Principal –Sandhya Sharma
  • Glankler / Rix Early Learning Center Assistant Principal – Charlene Sim
  • Associate Superintendent – Business Services – Nancy Torres Pfeiffer

Received Update on Future Return to In-Person Instruction – Staff presented information to the Board of Education regarding any new developments for FUSD's full return in person instruction, virtual learning programs for 2021-2022, updated local or state guidance on vaccines and graduation and end of the year celebrations.

Held a Public Hearing on the 2021-22 Preliminary Budget

  • 2020-2021 - The Governing Board approved the District’s Second Interim Budget report on March 10, 2021, which showed a projected ending fund balance of $23.7 million. As the fiscal year comes to a close, the District recalculates its revenues and expenditures and makes necessary adjustments before the year ends. The revised ending fund balance is $43.8 million. The District’s reserve is estimated at 7.51% or $31.3 million. The Designation are projected to be $12.5 million.
  • 2021-2022 - The District is projecting a beginning fund balance of $43.8 million. The projected revenue is $413.9 million and projected expenditures is $426.2 million. The ending fund balance is projected at $31.5 million, of which $0.6 million will be carryover of unspent categorical funds and other legally required designations. The District's reserve is estimated at 7.26% or $30.9 million.
  • Multi-Year Projection (MYP) - The District prepared a multi-year budget projection to determine if the District will be able to meet its financial commitments for the current and two projected years. Based on these assumptions, the District will be able to meet its financial commitments for 2021-22 and two succeeding years.

Held a Public Hearing on the Local Control Accountability Plan (LCAP) – Guidelines for the development of the LCAP requires the LEA to hold a Public Hearing to receive comments from the public prior to the date of its adoption. The final LCAP will be submitted for approval by the Board of Trustees on June 23, 2021. It will then be submitted to the Alameda County Office of Education on June 30, 2021, for final approval. Held a Public Hearing to receive Sunshine Proposals from FUSD and SEIU on article re-openers – FUSD and Service Employees International Union, Local 1021, are presenting a proposal for contract bargaining. SEIU proposes to open and negotiate all items in the Collective Bargaining Agreement including all Articles and Appendices and Table of Contents. FUSD proposes to open and negotiate Articles in the Collective Bargaining Agreement and reserves the right to add, amend and modify its proposals.

Received African American Parent Advisory Committee (AAPAC) Presentation – The African American Parent Advisory Committee (AAPAC) held 10 virtual meetings during the 2020/21 school year with at least one parent/guardian representative from each attendance area participating in these meetings. The presentation provided information about AAPAC, topics discussed, and recommendations and actions taken during the 2020/21 school year.

Received Annual Report from the Citizen's Bond Oversight Committee (CBOC) – One of the requirements of Proposition 39 is for the CBOC to report to the Board of Education at least annually the status of the Measure E Implementation, including projects that have been completed. CBOC representatives presented to the Board of Trustees its annual report, which highlights the committee’s activities and accomplishments to date.

Authorized Staff to Renew the Child Care Joint-Use Agreement – The joint-use agreement renewal for Adventure Time, YMCA of the East Bay, Fremont Nursery School, and Kidango have been signed and executed by both parties, and extended for another five years until June 30, 2026. Bay Area Child Care Center currently has five locations and its joint-use agreement has the same terms as the other child care providers mentioned above.  Staff recommends authorization to renew the joint-use agreement renewal of Bay Area Child Care Center for another five years until June 30, 2026.

Approved Appointment of the Associate Superintendent and of Employment Contract – The Board of Education appointed Nancy Torres Pfeiffer as Associate Superintendent and approved the Contract Agreement for a term of three years.

Authorized Staff to Enter into an Agreement with CBMG Management for Construction Management Services at Rix-Glanker Early Learning Center Modernization Project – The Rix Project is proceeding according to the original plan as it pertains to the approved timeline. In March 2021, the District solicited and received four proposals from several construction management (CM) firms from the pre-approved pool of vendors. The District implemented a soft solicitation selection process for the selection of the most responsive proposer for the project at Rix. Staff requested Board authorization to enter into an agreement with CBMG for CM services for the Rix Modernization Project in the amount of $149,500.

Authorized Staff to Enter Into an Agreement with Fremont Millwork Co. for Built-In Cabinets/Shelves at Rix-Glanker Early Learning Center Modernization Project – The Rix Project is proceeding according to the original plan as it pertains to the approved timeline. The District requested proposals from local casework (cabinetry/shelving) contractors. The scope of services includes providing cabinets and built-in shelving fabrication and installation for the modernization project (project) at Rix. Staff recommended Board authorization to enter an agreement with Fremont Millwork Co. in the amount of $286,570. 

Approved 5-Year Service Agreement between Fremont Unified School District (FUSD) and Mission Valley Regional Occupational Program (MVROP) – MVROP and the District wish to extend the Service Agreement for the period July 1, 2021, through June 30, 2026. The MVROP Governing Council approved the service agreement on their May 13, 2021, meeting. All the terms of the agreement remain the same as in prior years and contains an annual statutory cost of living adjustment (COLA) as defined in the enacted budget from the Governor of California. Staff recommended that the Board approve the 5-year service agreement between the District and MVROP for the 2021-22 through 2025-26 school years.
