Board Meeting Highlights - July 8, 2020

At its July 8th meeting, The FUSD Board of Education:


Approved Appointment of Superintendent of Schools and Approval of Employment Contract – Board unanimously approved the appointment of Christopher ‘CJ’ Cammack as new Superintendent of FUSD. Cammack will assume his new position on August 1st, under a three-year contract through June 30th, 2023.


Approved Tentative Agreement between Fremont Unified School District (FUSD) and California School Employees Association (CSEA) - The District and CSEA agreed to the following Tentative Agreements for the 2020-21 school year:

  • CSEA work day calendars for 2020/21
  • A tentative agreement was signed on potential reductions due to a reduction in state funding, if reductions are necessary a request to negotiate will be made no later than thirty calendar days following enactment of the final State Budget Act for the 2020-21 school year. 

The District and CSEA will resume 2019-20 contract negotiations. 


Reinstated Custodial Staff - On April 22, 2020, the Board took action to close 8.0 FTE vacant SEIU positions and to close 20.105 FTE positions resulting in classified personnel layoffs. The SEIU collective bargaining agreement under Article (b) allows laid-off staff to "bump into any position in the same classification occupied by an employee with less seniority who has the same or fewer hours". As of June 30, as a result of the bumping process, 9.25 FTE have been bumped out of their Custodian 1 job classifications.  Normally at the conclusion of bumping the final bumped out staff would receive a layoff notice, under AB 77 those 9.25 FTE who have been bumped are no longer subject to layoff. On June 22, AB 77 was amended which prohibits layoffs for custodians, child nutrition staff and transportation staff.  


Approved the Purchase of the Lexia Suite of Programs for Grades TK-12 for the 2020-21 School Year - Recent Lexia suite data shows an increase in usage from past years as well as growth in student reading scores for students who are using the program with fidelity. Students using Power Up showed a consistent positive relationship between a number of lessons completed and both improved silent reading fluency and reading comprehension. A high-quality self-paced reading program such as Lexia becomes even more useful in a distance or hybrid learning model. Students spend independent learning time engaged in activities that are targeted to increase the specific reading skills they need. Teachers can review reports to monitor student progress, adjusting individual assignments, and working directly with struggling students to differentiate learning. Since mid-March, usage has increased and many teachers include time on these programs as part of their students' independent instruction. Many teachers and administrators have requested that we continue to support the Lexia suite next year. This renewal will make the Lexia suite of programs available to all elementary and junior high students, as well as students from Robertson, Kennedy, and Washington.


Authorized Staff to Enter Into an Agreement with Infinite Campus for a Student Information System - The District has been using Illuminate Student Information (ISI) system since the 2014-2015 school year to manage student records and perform required state and federal reporting. On September 24, 2019, the District received notification in writing that Illuminate Education, Inc. planned to discontinue their ISI solution by June 2021. District staff developed a Request for Proposal (RFP) for a new Student Information System. Following the review of proposals, District staff interviewed the top three firms. Interviews were evaluated by a large District stakeholder group representing all groups. Upon review of stakeholder feedback, Aeries and Infinite Campus are statistically comparable. To further differentiate Aeries and Infinite Campus, we considered value-add in the context of Covid-19 distance learning needs. Significant value-added factors in support of Infinite Campus is their fully integrated Learning Management System (LMS) along with built in video conferencing. This will enhance distance learning support when we go live, and into the future. Based on the RFP evaluation, stakeholder feedback, and value-added factors, Infinite Campus is the recommendation.


Received Presentation Update on the Rix-Glankler Early Learning Center Project - The Rix-Glankler Early Learning Center Project is proceeding according to the original plan as it pertains to the timeline and budgets.  Staff and the consultant are providing the latest design progress to the Board for information.  The attached presentation reflects the current design progress.


Approved Agreement with Dannis Woliver Kelley (DWK) for Legal Services for Fiscal Year 2020-2021 - On January 25, 2012, the Board of Education adopted Resolution No. 043-1112 authorizing staff to enter into an agreement with Dannis Woliver Kelley (DWK) to provide legal representation on a broad spectrum of educational, labor and employment, facilities, and business/government matters. This agreement was renewed annually thereafter. For the 2020-2021, no changes have been made to the billing ranges from 2019-2020.
