Board Meeting Highlights - February 26, 2020

At its February 26th meeting, The FUSD Board of Education:


Approved Administrative Appointments:

  • Jeff Evans - Principal, Mission San Jose High School - Jeff Evans is currently serving as the interim principal of Mission San Jose High School (MSJHS).  Prior to serving as the interim principal, he served as an assistant principal at MSJHS for six years.  In addition, Evans had also been the Summer School High School Principal for three summers. Prior to moving into administration, he was a social science teacher at MSJHS for eight years.
  • Kelle Lynch-McMahon Director, Facilities and Construction - Kelle Lynch-McMahon comes to Fremont with over 30 years of experience in design, construction and construction management with the last 10 years working on several school bond programs. Lynch-McMahon most recently served as Program Director for Vanir Construction Management and previously worked for Peralta College as Interim Director of Facilities. She holds a Master’s degree from UC, Berkeley in Civil Engineering and a Bachelor’s degree in Construction Management. 


Held a Public Hearing to present Sunshine Proposals from Fremont Unified School District (FUSD) and Fremont Unified Teachers Association (FUDTA) on Article Reopeners - FUSD and FUDTA are presenting sunshine proposals as reopeners on specific Articles during the 2019-2020 school year for negotiations to the Collective Bargaining Agreement (CBA). If Articles are agreed upon they will be voted and ratified by the Fremont Unified Teachers Associations and approved by the school board. The negotiated items would be effective beginning in the 2020-2021 school year.


Action on the Proposed Budget Balancing Solutions - On February 12, 2020, staff presented proposed budget reductions, including implementation of the following categories:

  • Category 1 - Increase Revenues
  • Category 2 - Decreased Spending (Personnel)
  • Category 3 - Decreased Spending (Programs and Services)

Details of each category are presented in the attached appendix and estimated budget impact are outlined in the attached presentation.  Board approves item by 4-1 vote (Trustee Jones votes Nay). See summary of approved budget reductions here.


Approved the First Reading of New Board Policy 4033, Lactation Accommodations - The Board Policy 4033, Lactation Accommodations, is a new policy based on the California School Boards Association (CSBA) model to address new laws.
