October 16, 2019, FUSD Board of Education Meeting – Measure E Bond Program

Regarding meeting items related to facilities and construction, the Board:

 

  • Authorized staff to amend the agreement with Infinity Communications Consultants in the amount of $96,378 to extend construction management services (CM) for the VoIP project. The total contract amount is now $728,055. On August 21, 2019, the Board authorized staff to amend the agreement with Infinity to provide an additional design survey to create consistent application of District IT Standards among each of the school sites. The Board was advised that an amendment for CM services will be brought for approval at a future date. As a result of the additional design survey, it is recommended that additional work be added to finalize the project to integrate all technology infrastructure systems: wiring/cabling, racks, fixtures, active components, switches, phones, clocks, bells and speakers. It is estimated this will extend the duration of the project to February 2020. A pre-planned amendment for the extension of CM services, as advised during the August 21, 2019 Board meeting, is required for the new project completion date and closeout.
     
  • Authorized staff to enter into an agreement in the amount of $98,340 with Rodan Builders to provide lease lease back (LLB) pre-construction services for the new construction and modernization project at Centerville Middle School. The District received responses to Request for Qualifications/Proposals from seven potential LLB entities to provide pre-construction services. A scoring committee reviewed proposals for responsiveness and scored each proposal. Firms were assessed using a best value approach that evaluated the factors that would provide the greatest overall benefit to the project, including the firms' project experience/expertise, price, technical expertise, staffing, and schedule, for services from pre-construction phase through completion of construction phase, and price points.
     
  • Authorized staff to amend the agreement with BKF Engineers for an amount not to exceed $18,800 for topographical survey services for the new construction and modernization project at Centerville Middle School. The total contract amount is now $81,300 and is within the budget for this project. On July 25, 2018, the Board authorized staff to enter into an agreement with BKF for topographical survey services for the new construction and modernization project at Centerville. The architect requested a topographic survey be performed to support the design architects with more specific level of detail that is critical for their design development. BKF has provided a proposal for additional topographic survey services.
     
  • Received a presentation in advance of an upcoming community meeting updating them on the conceptual drawings of the park and school site on the Williamson Property located at 3350 Eggers Drive. FUSD staff met with the City of Fremont administration on September 17, 2019, to review the respective task lists for the elementary school and joint use park project at the Williamson site. The basic layout has been adapted by QKA from the design of Lila Bringhurst Elementary School and park. The date for a community meeting is at 6:30 p.m., on October 24, 2019, at Washington High School. (This is not a Measure E Bond project.)
