Regarding items related to facilities and construction at the meeting, the Board:

  • Received a presentation on proposed options for renovations to the theater building at Washington High School designed by the architect assigned to the school’s modernization project and provided direction to staff to discuss with the Facilities Advisory Committee the Board’s preferred Option 1, along with funding options. Option 1 renovates the existing space to create a drama classroom/theater and would accommodate classroom activities and performances for an audience of 117, an increase from the current seating capacity of 58.

    During routine inspections, the Fremont Fire Department (FFD) required several improvements to the drama classroom/theater, including the Division of the State Architect (DSA) approval of the space, before additional performances would be allowed. The District's Maintenance and Operations department has made the required improvements, but DSA approvals are still needed. Staff will work with both FFD and DSA regarding these renovations to get approval for future performances.


  • Received an update on the Rix property located at 43100 Isle Royal Street. Since the District took possession of the site in 2017 from the Kidango preschool, staff has been working diligently toward preparing the site for occupancy by FUSD staff, kindergarten, transitional kindergarten and preschool students with special needs in fall 2019. In addition, there are items the previous occupant installed that need to be modified to ensure the safest and most comfortable environment possible, including upgrades to play structures and improvements to the rooftop heating ventilation and air conditioning (HVAC) system. To make certain there is enough time to prepare an outstanding and welcoming site, the Board agreed with the staff recommendation to delay the occupancy of the Rix site to fall 2020. Instead of moving to the new Rix site this fall, students and staff will remain at Glankler and Blacow elementary schools for the 2019-20 school year.


  • Approved several amendments to the bylaws of the Facilities Advisory Committee (FAC), which had gone through the two required readings of the full committee. In addition, a few brief corrections were also approved that were necessary to comply with the Brown Act. These corrections removed references to using secret ballots for certain committee votes.


  • Approved a few brief corrections to the bylaws of the Citizens’ Bond Oversight Committee (CBOC) that were necessary to comply with the Brown Act. These corrections removed references to using secret ballots for certain committee votes.


  • Voted to remove a member of the Facilities Advisory Committee, per the FAC bylaws section on attendance. The vacancy created by this action will be publicized so it can be filled as soon as possible.
